The 90% cuts to USAID and State Department foreign assistance programmes alone amounts to about $60 billion, representing a deficit of between 25-30% of the world's total official development assistance (ODA). Recent announcements by some Development Assistance Committee (DAC) member countries have raised concerns about future levels of ODA, while several European governments have already announced cuts, especially for programs benefiting local and global civil society, redirecting aid budgets towards trade and defence.
